new ci/cd pipeline for release and deployment

Create a new automated pipeline that needs to run when a release is tagged and created.

• it should handle syncing of metadata across files with somesy
• creating a MR from the release branch to main
• deploying the application code to the deployment server

@gabriel.preuss, due to restrictions imposed by how codemeta.py works, somesy tends to overwrite the file entirely while syncing metadata files via it. This is not good, as our codemeta file contains lot more information than provided in the somesy config. Due to this shortcoming, somesy allows for codemeta.json to not be synced by setting the appropriate flag.

Which means, we need to manually update the codemeta.json file for version and other common metadata, if need be, at every single release. This can be problematic for automation. What do you suggest we do?
