Develop branch

This is the MR to merge all the stuff into the master branch.

The develop is based on the branch for the permission management. See https://gitlab.hzdr.de/hub-terra/sms/backend/-/merge_requests/265

(With the name change from 67-implement-a-right-management-prototyp to develop, we can't reuse the existing MR anymore.
