Resolve "Extend user deprovisioning script for b2inst"

Closes #207 (closed)

Changes:

• user deprovisiong script stops with error messages if it can't find users from the cmd arguments
• we now replace the contacts using the contact role tables (unless there is already the same one as target)
• pidinst metadata update runs after the deprovision for all associated devices, platforms & configurations
• b2inst payload doesn't contain any owners that were deactivated
