Add missing fields for configurations for STA support

Adds:

• description in model for configuration
• project field in model for configuration
• pid field in model for configuration
• fix handling of pid field for devices & platforms (no persistentIdentifierUrl in model anymore)
• display new fields in list
• display new fields in detail page
• edit function for new fields in edit page
• action to create pid for configuration
• check need for adjustments on permission handling
• re-add search by project
• Add labels for static & dynamic location action models
• Add reading & writing of the labels in the serializers
• Add visibility on the locations tab
