Update dependencies 2023-08

Goal of this MR:

• upgrade dependencies to their latest possible versions
  • Note: I switched from nuxt-edge to nuxt 2.17.1 which is a bug-fix release
• upgrade to latest Node.js LTS release (18.17.1)
  • Note: I had to update the Node.js version also for GFZ and UFZ deployment, so @tobias.kuhnert should have a look if everything will work as expected
• configure Jest so that it doesn't eat all available RAM
