Add feature to include gitlab usernames in new issues

This MR adds the option to include gitlab usernames in the issues that are created when submitting a suggestion to the SMS CV. This way the curation team can be more up to date (because they get mails automatically) and they need to decide actively that they don't want to be part of the discussion.

This was an improvement we discussed in CV curation team meeting on 2024-05-29.
