This adds the functionality to automatically create issues for the new CV entries.

This allows multiple things:

Notification for those that look into the mattermost channel for CV-Notificaitons
The issue is the platform to discuss how to go on with the suggestions
Option to keep the user informed about the state of her/his suggestion
