Resolve "enable sslmode verify-full"

Currently the tsmdl image can not connect using sslmode=verify-full.

This is completely fine for nearly all use cases, as the database is within the same intranet and the risk of man-in-the-middle attacks is close to zero.

However, enabling the tsmdl to use verify-full can be easily achieved and adds optional security at no cost.
