3547 add zmq url var checks and user_group_permissions.yaml

In this branch some issues with the ZMQ_url variable was fixed. For subscribing to the RE a publisher callback was missing and a check for the variable existence was integrated. In addition an user_group_permission.yaml was added to beamline_config, to define access permission on the queueserever.
