Allow Running Item Widget to listen for doc stream

added a model for the remote dispatcher to use with all widgets allowing the running item widget to listen to the document stream.

This allows us to display the current running plan scan_id

Additionally a bug with the number of decimals displayed in a floating point widget is fixed
