Added flag to the RE model to be used for determining if we are editing a plan

This is a required change for bessy-bluesky-widgets!3 (merged)

It makes a flag that allows us to determine if we are currently editing a plan. This flag get's set when the edit plan button is pressed from the queue. It is set back when the plan is added back to the queue and moved up in the order.
