Major improvements of minterpy

Within this merge, we included the following improvements:

• Rearrangement of the minterpy package (see !14 (merged)) for details
• Improvement of the functionality (See e.g. !11 (merged))
• Refactoring of the tests
• Major enhancements of the API documentation
• Starting the description of the minterpy package in the documentation.
