initial commit for release CD

• switch to on: release (https://docs.github.com/en/actions/reference/events-that-trigger-workflows#release)
• fix tensorflow base image to a version? i.e. 2.3.0-gpu instead of latest
• deploy the container somewhere
• add test task for container
