HTTP only configuration in dockerfy image

Change httpd config template to support WEB_PROTOCOL differentiation. (http and https) Add non TLS option to LDAP settings. Change auto certificate renual in accordance to WEB_PROTOCOL and capture errors if WEBMASTER_MAIL is empty.
