Issue Options Formatter Fixes (#42, #31, #41, #45, #49)

Fixed the issues listed in the tile:

1. Added seperate colors for each SV
2. Rounded the values of the tooltip to 2 decimal units
3. Changed the names of the SV's in the legend
4. The current year of the reference year is now shown in the tooltip
