Draft: Update repository

• adds a gitlab pipeline for building, linting, (testing), deploying and publishing mailping (and documentation)
• upgrade to newer python version
• update to newer build system
  • use pyproject.toml instead of setup.py
• introduce linting
• introduce some python typing
