Thredds server

This MR adds a thredds container to the image. The THREDDS server can also be restarted from the code-server container by executing the restard_tds command from a terminal inside the code-server. For this, you must define a TDS_MANAGER_USER and TDS_MANAGER_PASSWORD in your .env file
