NEW FEATURE: Add background formatoption

This PR adds the background formatoption to control the facecolor of the matplotlib axes

• Tests added (for all bug fixes or enhancements)
• Tests passed (for all non-documentation changes)
• Fully documented, including CHANGELOG.rst for all changes
