Disable intersphinx on windows by default

Philipp S. Sommer requested to merge no-intersphinx-on-win into master

because for some reasons, it slows down the startup quite a lot

  • Tests passed (for all non-documentation changes)
  • Fully documented, including CHANGELOG.rst for all changes
