[release] compatibility and bug fixes, cli improvements and code formatting

this MR merges the changes from the develop branch into master. In particular it implements the following changes

• migrate to psyplot-plugin-template !34 (merged)
• fix updating current projects in console !35 (merged)
• implement decoder command-line argument !36 (merged)
• Update psyplot min version !38 (merged)
