Resolve "Implement tests for MRs"

Implements tests for merge requests:

  • frontend (only run if there are changes in the frontend and deployment directory)
  • scrapers

e2e tests are excluded because they are unstable.

Backend tests are excluded because NLESC is soon going to change their backend tests due to changes in Postman, see https://github.com/research-software-directory/RSD-as-a-service/issues/813.
