Development/integrate wave element + some restructuring to make a python package.

The WaveElement file was added. This contains the code for WaveAttributes, WaveElements, and StdElements, which replace the paras dictionary.

Additionally the structure changed: the files were in wavepy, they are now in src/wavepy
