Refactoring tsm frost repo to use tomcat image. WAR and JARs are included here so they dont clutter the tsm orch repo. New frost instances are started with context files, created by dispatcher action (CreateNewFrostInstance). Also added simple pipeline to build images and add release tag for commits on main.
