provide a simple environment for debugging purpose

I just want to added a .env file to the repo, that setup all basic params. With that in place one can run the services from tsm-orchestration and manually start the dispatcher without to much parameter hassle..

if you find it not useful or doesnt want it in the repo i just keep a copy local
