added tagging for feature branch images

Feature branch images built within the CI/CD pipeline are now tagged with the name of the branch CI_COMMIT_BRANCH in stage tag-branch. For example, the image built for the latest commit to this branch can be pulled via docker pull registry.hzdr.de/ufz-tsm/tsm-dispatcher/dispatcher:add-branch-tag
