Update file frost_views.sql

CV_URL was defined as the full path to the endpoint of measuredquantities. To allow the usage of CV_URL also for other purposes the specific endpoint is now defined in the dispatcher sql snippet instead of via the environment variable. CV_URL only points to the cv now.
