Handle private SSH keys in database

When tsm-frontend!78 (closed) is merged, latest image of the frontend handles private SSH keys differently. Therefore the shared sftp-private-keys volume for frontend, proxy, cron-scheduler can be omitted. In addition, a migration of existing key files to the new database field is required as a follow-up.
