Resolve "flyway not starting on stage/prod"

Closes #115 (closed)

due to sslrootcert not being defined, a connection with sslmode=verify-full can not be established.

is fixed by setting flywaway.jdbcProperties.sslrootcert=/etc/ssl/cert/ca-certificates.crt

also pass UID to solve permission conflict
