Fix failing qc runs

What does this MR do?

Fixes a bug preventing new style qc settings from running.

Why is this MR needed?

Without the fix new style qc settings are not executed.

How to test this MR?

• setup time.IO locally after the dev tools are updated
• setup QAQC-Setting for DemoGroup using the free text function {"func": "flagRange", "kwargs": {"min": 0, "max": 25}}
• run the settings with begin and end date 2010-01-01 00:00:00 and 2025-01-10 00:00:00
