Resolve "TAG release deployment pipeline"

What does this MR do?

Creates a job for tagging and deploying images for a release

Why is this MR needed?

Currently, whe do not have dedicated release images, just a collection of date-like images in the releases/<release_tag>.env

How to test this MR?
