Draft: New slurm scheduler

integrate the slurm scheduler

This is a draft so far.. i guess i need a little help with

• the volumes
• the secrets
• the ports

before this will work the dispatch actions must be adjusted. We could try to run both services (basic-demo-scheduler and slurm-scheduler) parallel and then start to adjust the dispatcher actions..
