Resolve "bugfix/822-TransectInspection-finds-not-always-in-summary"

Closes #822 (closed)

The bug was caused by a misplaced v-if directive.

In this case the v-if from the v-icon had to be moved to the v-tooltip itself. (For both icons - isDead and outOfMethod)
