Bugfix/184 empty summarysectioncard not collapsed

Small change: The AccordeonCard of the SummarySectionCard now also collapses in the final overview if there is not enough content. The unit tests of SummarySectionCard had to be adapted to reflect this change.

++ There was a skipped unit test in NewsPage.spec.ts. Unskipped that and adjusted the underlying error.
