Push graphviz down to next line

So we can build diagrams for the docs

Add a stage in the CI pipeline to build the docs. They are available as
an artifact for downloading later.

Include sphinx-related binaries in the docker file for CI.

It doesn't currently do anything

We can't upload artifacts outside of the source dir so change the CI
build dir to build-ci/

The test stage currently just runs `ninja test`.

When using DEVELOPER_MODE, unit_broadcast will be added as a test case

Complilation seemed to be getting killed by the OOM manager

CD into correct directory in build step
