Resolve "Fix CSS for front page" - Navigation

• Make menu responsive
• Allow to configure the navigation via navigation.yml again
• Use list elements instead of paragraphs
• Clean up
• Multiple optical improvements
• Make navbar scrollable on devices which are not big enough.
