Link to cloud service operation KPI

https://hifis.net/doc/cloud-service-kpi/ should imo be linked to both:

• cloud/provider (to tell providers what kind of data we will need from them)
• cloud/Helmholtz_cloud (to tell stakeholders what we are currently doing in the scope of Helmholtz Cloud Services, including monitoring and KPI recording)

@laura.marie.holz vermutlich in Vertretung von @andreas.klotz @SpickerHZB : Ginge das so (bis auf weiteres) in Ordnung? Nach #213 (closed) brauchen wir noch einen high level link von hifis.net auf die KPI Berechnung in der Techdoc, sonst fehlt jeder Hinweis, dass wir das überhaupt machen.

Aus meiner Sicht sieht das in Ordnung aus @andreas.klotz @SpickerHZB können im Zweifelsfall ja nochmal draufschauen, wenn sie zurück sind, und für gewünschte Änderungen hier einen Kommentar hinterlassen/ein neues Issue aufmachen.
