Auto-fetch overview letter

Analogous to !501 (merged) and subsequent MR:

• Auto-download the most recent overview letter and place it in media/, so that any updates in the respective repository are automatically online with next hifis.net build.
• Does not work if the overview letter repository is non-public. @lisa.klaffki would you mind to make that repo public?

@lisa.klaffki the motivation for this MR is 1.) that it was long time planned to do this anyway and 2.) that the deep links to cloud portal were updated everywhere !618 (merged) including the overview letter and now this would need to be put online.
