Use newer Python versions in CI pipeline in episode 7

Hueser, Christian requested to merge 8-episode-7-use-newer-python-versions-in-ci-pipline into 7-using-includes
  • Use Python versions 3.9, 3.10, 3.11 to run and test the Python app in the CI pipeline.
  • Set minimum Python version to 3.9.
