Prior publication: Move repo, Rename repository to somehting more useful

Moving I would like to move the repo under HMC, so that if we make this repo public (will save lots of troubles), because the other repos depend on this one. The current location 'https://gitlab.hzdr.de/hmc/hmc/cct-1-mapping/category-definitions/' is very nested, and one which will land on 'https://gitlab.hzdr.de/hmc/' won't see it. So if we leave it here and make it public it still will stay hidden.

Naming: 'Category Definitions' is a bad, non saying name.
I would suggest something along the line like 'hmc-standards', 'hmc-schemas', 'hmc-metadata-tools', 'hmc-metadata-schemas', through I am not yet happy with these. it boils down, to if we only want the schemas to be in here (I would also include crosswalks and mappings to other common schemas and code to apply them, i.e. move this from data_mining here), or if we can imaging leaving it somewhat general that some other (outside CCT1 mapping) contributions could also become part of this. There should be a connection to the CCT7 glossary.

- There should be an automatic web documentation of the schemas, and the 'doc' should also become part of this.
- Do we want to upload/register them somewhere else? I think not, since they are currently for internal use only. But once we start providing that data via an API, we might want to consider this, if a public repo would not be enough (I have no experience here).
