(Design) Header and Footer

We need a general header and footer for the InformationPortal. Therefore you need to design this. It should be similar to the general HMC Subdomain header, footer theme.

In the legacy InformationPortal we did not have any real header or footer, this means you can everything you want, the focus should be on the user experience. Have a look at the other design issues and see what could be added to the header, footer (e.g. a button for the synchronization)
