Add terms of use

Goal of this MR:

• add a GFZ Terms of Use page
• place a link to this page in the footer
• place a hint that the user accepts the Terms of Use in the cookie consent banner
• rename the key of the localStorage / cookie so that it is prompted again for users who have already accepted it
