Resolve "PID Assignment"

  • backend issue https://gitlab.hzdr.de/hub-terra/sms/backend/-/issues/101 is resolved (and the corresponding code is merged)

After this MR is merged, also merge orchestration!80 (merged). PID assignment will still work without merge, but PID-URL won't be configurable.
