Use e.g. --preset=dev

Can be removed once we agree on the package management solution.

Separate Sassena into two components (previously there were at least 5)
by making a single library for functionality and a single application as
the entry point. Also, properly package the vendored xdrfile library so
that it can be included as a target.

Upgrade the CMake required version to a more modern one (3.16). This is
the version shipped with Ubuntu 20.04 LTS.
